Several important action items for today. I suspect that the wieners in Tallahassee will be closing up shop early for the Easter Holiday, however these items were brought to my attention this morning....Please take a few minutes and take care of these few items they are trying to sneak before they go home and brag about how they are working to "keep Florida free". Agricultural Enclave, Community Redevelopment Areas, Regional Planning Councils and State Parks Bills are on Agendas for Tuesday!
On Tuesday, the House Commerce Committee will hear two bad bills, and we need your help to defeat them.
· HB 579, sponsored by Representative Toby Overdorf has been amended to require administrative approvals for development in “Agricultural Enclaves.” This would mean that agricultural land could be developed into commercial, industrial or residential use without oversight by the local government or opportunity for public input, effectively eliminating community planning for rural areas. The measure will undoubtably result in unchecked sprawl throughout the state. Similar language was originally proposed in SB 1118 earlier this session.
· HB 991, sponsored by Representative Mike Giallombardo, would eliminate Community Redevelopment Agencies. CRAs are important planning areas that use local taxes to provide necessary financial support for things like infrastructure improvements and affordable housing initiatives in rural and metropolitan areas throughout the state. Despite a commitment to work on the bill in its last committee, it has not been amended to address the significant concerns raised by legislators and citizens alike.
Contact members of the House Commerce Committee and urge them to vote NO on HB 579 and HB 991.

Also on Tuesday, SB 1264, sponsored by Senator Jay Collins, which proposes to eliminate the state’s Regional Planning Councils, will be heard in the Senate Appropriations Committee on Transportation, Tourism, and Economic Development Committee.
1000 Friends of Florida opposes this bill because regional planning councils are a vital resource for local governments to plan for growth that is environmentally and fiscally sustainable. They do not receive direct state funding, so eliminating them would not help balance the state budget. The councils provide planning support for important issues such as transportation, emergency preparedness and economic development, as well as comprehensive plan assistance for small governments that don’t require a full-time planning staff. They also help local governments identify and secure grant funding. The move to do away with them is surprising and ill-advised given the Legislature’s commitment to supporting rural communities this session.

Finally, last Tuesday we let you know that Representative John Snyder amended the House version of a pair of bills that would strengthen protections against bad development proposals in our state parks, HB 209.
The amendment removed ambiguous language that could have left loopholes for harmful development in our state parks like the golf courses, pickleball courts and resort lodges that were proposed last year but withdrawn in the face of a public uproar.
The Senate version of that bill, SB 80, sponsored by Senator Gayle Harrell, is scheduled to be heard tomorrow in the Appropriations Committee on Agriculture, Environment, and General Government but has not been amended with the strengthened protections.
We urge you to contact Senator Harrell and ask her to amend SB 80 to match HB 209, which will ensure that the bills are consistent in both chambers and have a better chance of passing with the protections needed to preserve our parks as true sanctuaries for nature for generations to come.

Florida Senate Bill 196, Chemicals in Consumer Products, is a crucial step toward safeguarding public health and transparency in consumer goods. This bill directly targets harmful substances in cosmetics and food products.
Here’s what SB 196 does:
- Bans Toxic Chemicals in Cosmetics – Prohibits the sale of products containing dangerous levels of lead and other hazardous ingredients.
- Requires Clear Labeling on Foods Containing Vaccines – Foods with vaccine materials must be clearly labeled as “drugs” to protect consumer choice and ensure transparency.
- Stops mRNA Vaccines in Produce – Prevents the use of fruits and vegetables as delivery systems for mRNA vaccines.
Floridians deserve to know what’s in the products they use and consume. SB 196 empowers consumers and holds manufacturers accountable.
